Overview
The United Nations Office on Drugs and Crime has been resident as a Project Office in Bulgaria since 1999. It started with a regional Joint UNDCP - Phare Programme for Strengthening Drug Law Enforcement Capacities in Southeastern Europe.
UNODC RPOSEE Officers undertake the delivery and facilitation of day-to-day project activities at a national and regional level, acting as an interface with the local beneficiary coordinators and ensuring local compliance with the agreed integrated Work Plans. This field-based approach ensures avoiding duplication with other national and region initiatives and assists to highlight gaps where projects could be identified for future development and funding.
The Office's key regional focus is the interdiction of Afghan opiates, in transit to the lucrative western markets. Recently an expanding project portfolio has been developed in a range of UNODC mandated areas including demand reduction, school based drug abuse prevention and HIV/AIDS.
From January 2005 its presence has been formally expanded to that of Regional Programme Office for South Eastern Europe (RPOSEE) maintaining a small nucleus of staff in Sofia and a network of subordinated National Project Offices in Ankara, Belgrade, Tirana, Bucharest, Bratislava and Chisinau.
