Training of selected law enforcement officers in Algeria
Executive Summary:
The project strengthened the training capacities of drug law enforcement institutions in Algeria. This was achieved by training officers from the main institutions charged with drug law enforcement in Algeria: the Direction Generale de la Surete Nationale, the Direction Generale des Douanes, and the Gendarmerie Nationale. The officers were trained in advanced investigative techniques and in the management of training courses.

Strengthening treatment and rehabilitation services for drug abusers in Egypt

In 2001 the UNODC Regional Office in Egypt launched a project to build a coordinated treatment and rehabilitation programme and to strengthen residential treatment, implement aftercare services, offer in-service training and provide treatment services in prisons, with the goal of eventually reducing the number of drug addicts. Executive Summary:
The long-term objectives are to reduce illicit drug consumption through prevention, treatment and rehabilitation programmes and adequate control measures for narcotics and psychotropic drugs. The specific goals include: strengthening the national strategy for drug abuse control; increasing public awareness of the harmful effect of drug abuse and trafficking on individuals and the community; improving drug addict treatment and rehabilitation; enhancing the effectiveness of national institutions dealing with the treatment and rehabilitation of drug abusers; and strengthening control over pharmaceuticals containing narcotic drugs and psychotropic substances.

Expert forum on drug demand reduction in northern Africa
Executive Summary:
Three demand reduction expert forums took place regarding northern Africa. The forum were organized in collaboration with relevant UN and regional inter-governmental organizations. The countries included were: Algeria, Comoros, Djibouti (by virtue of its belonging to the Arab league), Egypt, Lydian Arab Jamahiriya, Mauritania, Morocco, Sudan and Tunisia. The objectives of the forums were to examine the differences and similarities of the patterns and trends in drug abuse in the participating countries; to ascertain priority areas of drug demand reduction based on situation assessment; to share experiences and information on relevant demand reduction responses; and to formulate a framework for a subregional action plan for northern Africa to be promoted by the participating countries, relevant organizations and collaborating United Nations agencies.

Assistance to law enforcement
Executive Summary:
The objectives of the project were:
- to increase the Government's capacity through the Anti-Narcotics General Administration (ANGA);
- to interdict the growing flow of drug traffic and illicit cultivations throughout the country; and;
- to implement more effective anti-drug operations and extend its action countrywide.
Other objectives included:
- the upgrading of operational effectiveness of the regional ANGA branches that have radio communications facilities and to provide such equipment;
- the expansion of ANGA's centralized anti-narcotics database;
- bolstering ANGA's capability to prepare documentation in different languages and
- and increasing the operational effectiveness of ANGA.

Jordan
Strengthening treatment and rehabilitation services for drug abusers in Jordan

Budget: US$ 293,000 Status: Launched in September 2001
The programme addresses problems related to the lack of capacity for the provision of adequate treatment and rehabilitation services for an increasing number of drug addicts in Jordan. The immediate objective of the programme is to build up a coordinated treatment and rehabilitation programme in Jordan with a view to reducing the number of drug addicts by providing assistance for: 1) development of a treatment and rehabilitation strategy; 2) establishment of a new Treatment and Rehabilitation Centre: 3) upgrading of the Police Rehabilitation Centre; and 4) strengthening of outreach services. |

Lebanon
Baalbeck-Hermel integrated rural development programme - I phase
Executive Summary:
Due to the progress made in the Bekaa Valley with regard to crop eradication, the immediate objectives were: (a) creating the institutional structure for programme implementation; (b) providing basic economic and social assistance to farmers affected by the eradication programme; (c) raising non-agriculture income levels in the region; (d) upgrading health facilities; and (e) completing a feasibility study required for the formulation and implementation of the full programme. A programme management unit will be established and made operational to implement and formulate the subsequent programme phases in line with the rehabilitation and recovery efforts of the Government. Furthermore, a revolving fund for agricultural credit will be in operation to facilitate rehabilitation of private wells and the modernization of irrigation systems.

Regional development programme for Baalbeck - Hermel

Executive Summary:
Development in Lebanon is faced by major imbalances. Certain rural areas, such as Baalbeck-Hermel are undergoing a major population exodus and an alarming increase in poverty. In addition the people of Baalbeck-Hermel are attempting to deal with the consequences of the total eradication of illicit cultivations that used to be a major source of income. The Lebanese Government and the international community reacted by launching the first phase of an integrated rural development programme in early 1994, complemented by drug control measures. This initiative has proven to be successful. Today a national programme of more than 300 million US dollars over a five year period, is supported by UNDP. UNDCP will contribute directly to the national programme by financing and implementing a part of the basic services component.

Palestinian Territories
Multi-sectoral drug control assistance to the Palestinian Authority

Executive Summary:
This project is bolstering the drug law enforcement services of the Palestinian Authority by providing training and technical resources. The goal is to create more effective drug interdiction measures, the reinforce treatment and rehabilitation measures for personnel working in this field with base-line and specialized training in prevention, treatment, rehabilitation and integration measures. The project addresses the need for a legal and institutional framework for drug control coordination.

Saudi Arabia
Symposium on the prospects of the UN/Government of Saudi Arabia cooperation to fight against narcotic drugs
Executive Summary:
The Saudi Arabian Government's approval of the symposium represented an important breakthrough in UNDCP's efforts to establish a dialogue with the Saudi authorities. The objective of the symposium is to devise a programme of collaboration between the Government and UNDCP to be fully funded by the Government.

Assistance in control of drug traffic
Executive Summary:
The project trained and equipped Tunisian drug law enforcement agencies with radios and land vehicles. The Tunisian control system of licit as well as illicit and psychotropic substances was strengthened through access to more sophsiticated drug enforcement technology.

United Arab Emirates
Expert forum on demand reduction in the Middle East
Executive Summary:
This project organized an expert forum on demand reduction in the Middle East region. Following consultations with the UNDP office in Abu-Dhabi and the Government of the United Arab Emirates, the meeting was held in Abu-Dhabi, UAE. The forum was organized in collaboration with relevant UN and regional inter-governmental organizations. The 12 countries to be included are: Bahrain, Iraq, Jordan, Lebanon, Oman, the Palestinian Territories, Qatar, Saudi Arabia, Syrian Arab Republic, Turkey, United Arab Emirates and Yemen. The expert forum concluded the first cycle of a series of expert forums organized by UNDCP. The main objectives of the forums included: examining the similarities and differences of the patterns and trends of drug abuse in the participating countries; ascertaining priority areas of drug demand reduction based on situation assessment; sharing experiences and information on relevant demand reduction responses; and formulating a framework for regional collaboration in demand reduction for participating countries, regional organizations and UN agencies.

Yemen
Legal and drug law enforcement assistance to Yemen
Executive Summary:
The project improved the drug control capacity in Yemen by strengthening the legal and institutional frameworks for drug control; ensuring adherence to the international drug control treaties; and by improving the interdiction capabilities of drug law enforcement agencies. Project activities included UNDCP advisory services to review the existing anti-drug legislation. Training was also given to judges and prosecutors to familiarize them with new legislation and the United Nations conventions as well as to police and customs officers. UNDCP also provided surveillance and communications equipment to drug law enforcement services.
